The Union Public Service Commission (UPSC) has released Advertisement No. 12/2026, a consolidated interview-based recruitment notice covering 4 distinct posts across 4 different central and Delhi government organizations. Unlike UPSC's well-known examinations (Civil Services, Engineering Services, etc.), these posts are filled directly through shortlisting and personality interview — there is no written exam unless UPSC specifically notifies a recruitment test for a particular post. Applications are open online at upsconline.nic.in from 26 September 2026 to 16 October 2026 (6:00 PM IST). All 4 posts share the same application window, portal, and general conditions, but each has its own eligibility, pay scale, and vacancy count. The 4 posts are: 1. Junior Technical Officer (Sugar Technology) — National Sugar Institute, Kanpur. 1 vacancy, Level-10 pay matrix, age limit 38 years (OBC). 2. Assistant Legislative Counsel, Grade IV (Indian Legal Service) — Legislative Department, Ministry of Law and Justice. 8 vacancies, Level-11 pay matrix, age limit up to 45 years depending on category. 3. Law Officer — Land and Building Department, Government of NCT of Delhi. 3 vacancies, Level-07 pay matrix, age limit up to 33 years depending on category. 4. Specialist Grade II (Junior Scale) - Cardiology — New Delhi Municipal Council (NDMC). 1 vacancy, Level-11 pay matrix plus Non-Practicing Allowance, age limit 48 years (OBC). Application fee and exemptions: The fee is ₹25 for General/OBC/EWS male candidates. Female candidates and SC/ST/PwBD candidates of any gender are exempted from the fee. Payment is accepted via credit/debit card, UPI, or net banking, and is non-refundable under any circumstances. Age relaxation: Beyond the category-wise age limits listed for each post above, PwBD candidates get an additional 10 years' relaxation (maximum age 56 years), Ex-servicemen get 5 years, Central Government employees get up to 5 years (more for SC/ST/OBC on reserved posts), and SC/ST and OBC candidates get the standard 5-year and 3-year relaxations respectively on unreserved posts, as applicable. Selection process: Shortlisted candidates are called for a personality interview. Candidates must secure a minimum of 50 marks (UR), 45 marks (OBC), or 40 marks (SC/ST/PwBD) out of 100 to be considered. Where the number of eligible applicants is very large, UPSC may apply additional shortlisting criteria — higher qualifications, more experience than the minimum, or a recruitment test — before calling candidates for interview. How to apply: Register once on upsconline.nic.in to receive a Universal Registration Number (URN), then submit a separate application for each post you are eligible for and interested in. Keep scanned copies of your educational certificates, experience certificates (in the prescribed format, showing duration, pay, and nature of duties), and category/PwBD certificates ready before you start. There is no provision to withdraw or edit an application after submission, so review carefully before submitting. Always cross-check the figures above against the official notification PDF before applying, since UPSC advertisements occasionally carry corrigenda.
